Impact Fee Increases & Important Policy Changes for New Development

Charleston Water System’s Board of Commissioners recently approved changes to the Unit Contributory Loading for an Equivalent Residential Unit as well as a three-year incremental increase for impact fees. These changes only affect new development.

Impact Fee Increases

Effective July 1, 2016, July 1, 2017, and July 1, 2018

Changes to Unit Contributory Loading Guidelines

Effective January 1, 2016

In accordance with SCDHEC’s recent changes to Unit Contributory Loadings, the CWS Unit Contributory Loading (UCL) for an Equivalent Residential Unit (ERU), currently defined as 400 gallons per day, will be reduced to 300 gallons per day for permitting and determination of wastewater impact and change-in-use fees. This change will take effect January 1, 2016.

Please note this change does not affect how wastewater impact fees are assessed, nor is there a reduction in our published wastewater impact fees. Each ERU will be assessed a wastewater impact fee based on our published impact fee schedule.

Important! CWS will not reassess impact fees for projects where the impact fee payment has already been received and processed.
