[ARCHIVED] Cooper St. Water & Sewer Main Replacement

About this project

We're replacing aging water and sewer mains on Cooper St from Meeting St to America St. Our contractor, Anson Construction, will be replacing the mains to improve fire protection and service reliability in this area. For more info, including the project schedule, updates, and lead service replacement and testing, visit www.

Temporary Inconveniences

During construction, on-street parking will be unavailable in the immediate work area. You will still have access to your property, however.
You may experience noise, dust, and vibrations due to the work being performed. All work will begin after 7:00 a.m. and will be completed by 7:00 p.m.
As we tie your property into the new water main, you may experience temporary water outages. If it is necessary to turn your water off, you will be notified by us or our contractor before we do so.
You should expect some traffic delays near the construction zone, including temporary lane closures.

Safety is our #1 priority. Make sure to…
Follow all speed limits, which are typically lower in construction zones.
Make sure you and your children stay away from and off of all construction equipment.
Use general caution in the area, and report any unsafe conditions to us by calling (843) 727-6800.

Lead Service Lines

During this project, we will be replacing any lead service lines that are encountered (the line that goes from the water main to your meter). Lead service lines are common in many older water systems, and we take steps during the water treatment process to proactively protect you from lead contamination. During the project, we are offering free lead tests to those affected by the lead service line replacement. We will deliver a test to your home, pick it up, and test it at our certified lab. Afterwards, we will notify you of the results. For more information about lead and the steps we take to protect you, visit

We anticipate the project will be completed in the summer of 2019. Working in older communities often causes construction delays due to traffic patterns, unknown underground utilities, and other variables. We appreciate the community’s patience as we work to improve infrastructure in your neighborhood.
